Policy white paper 2025

The The European Dual Studies University policy white paper 2025 sets out how to advance dual education across Europe. Dual education combines academic study with real workplace experience.

The research shows students want better support to manage heavy workloads while gaining practical skills. Businesses need simpler ways to join programmes, especially small companies. Regional governments seek flexible education that addresses skills gaps and demographic changes.

The paper proposes twelve key actions. These include placing students at the centre through coaching and mentoring, creating regional innovation hubs run jointly by universities and businesses, and building quality frameworks that measure real impact. It also recommends making dual education a tool for addressing climate change, digital transformation and social inclusion.

This document will be updated yearly based on feedback and real-world testing. It guides the EU4Dual project through 2026 and shapes European education policy.
